The Netherlands Enterprise Agency (RVO) scores your application on personal experience, your business plan, and added value for the Netherlands, and you must reach the required points in each area.
Most applicants for the self-employed permit are assessed under a points-based system administered by the RVO. It evaluates three areas: your personal experience, the quality of your business plan, and the added value your business brings to the Netherlands.
You typically need to score at least the required points in each area to pass. The underlying test is whether your business serves an essential Dutch economic interest, meaning it offers something genuinely valuable or new rather than simply being viable for you personally.
