If your sponsor has a temporary permit, the family permit expires when the sponsor's does; if the sponsor is Dutch or has permanent status, the family member can receive a five-year permit, renewable with the standard extension forms.
The validity of a family residence permit is tied to the sponsor. When the sponsor holds a temporary residence permit, the family member's permit ends on the same date, so renewals are linked.
Where the sponsor is a Dutch national or holds permanent or long-term resident status, the family member can be granted a permit valid for up to five years. Renewal uses the regular temporary residence permit extension procedure, and you should apply before the current permit expires while the relationship and other conditions still hold.
