The main route to a permanent (EU long-term) residence permit is living lawfully in Lithuania on temporary residence permits for five continuous years. Time held legally elsewhere in the EU can count in some cases, but a substantial uninterrupted period in Lithuania is normally required.
The five years must be continuous, so it is the quality and continuity of your lawful stay, not just the total, that matters. Periods of unlawful stay generally do not count toward the requirement.
