
You usually claim chargeability to your country of birth, not citizenship or residence. People born in high-admission countries are not eligible, but you may be able to claim a spouse's or parent's eligible country.
Eligibility is based on your country of chargeability, which is normally the country where you were born, regardless of where you live or hold citizenship. The program excludes natives of countries that have sent large numbers of immigrants to the US in recent years, and that list changes from year to year.
If your country of birth is not eligible, you may still qualify two ways: by claiming the country of birth of your spouse, or in some cases the country of birth of a parent if neither parent was a resident of your birth country at the time. These alternative claims have specific conditions, so review the year's instructions carefully before relying on them.
