Estonia caps the number of non-EU nationals admitted each year on employment-based permits at 0.1% of the population. However, many of the routes most used by skilled professionals are exempt from the quota — including intra-corporate transfers (ICT), top specialists (anyone paid at least 1.5 times the Estonian average wage), startup founders and startup employees, researchers, students, family reunification, major investors, and extensions of existing permits.
