The Temporary Residence Permit for a Family Member allows a spouse, minor children and certain dependent relatives to join a sponsor who is an Estonian citizen or holds a valid Estonian residence permit. Family reunification is exempt from the immigration quota, which makes it more accessible than the standard employment route.
To qualify you generally need to show that the sponsor meets those conditions, that there is sufficient income for self-support and available accommodation in Estonia, and that you hold valid health insurance; you must also register your Estonian address after arrival. The PPA decides within two months, with the residence card issued within a further 30 days. The state fee is EUR 115 to settle with an Estonian citizen and EUR 225 to settle with a foreign permit holder, when applying in Estonia.
