The key benefits are that the role is exempt from the annual immigration quota and from the Unemployment Insurance Fund labour-market test. You still need an employer registered in Estonia that meets the capital and registration conditions. The PPA decides within 90 days, with the residence card issued within a further 30 days; the state fee is EUR 250 in Estonia, plus a separate card fee.
