
Skilled workers usually move via the EU Blue Card (for highly qualified, well-paid roles) or the salaried worker permit. Both need a job offer, and the salaried route requires the employer to clear the vacancy with ADEM first.
For a skilled worker with a job offer, Luxembourg offers two main employment routes. The EU Blue Card is built for highly qualified professionals with a higher-education background (or at least five years of relevant specialised experience) and a high salary at or above the single national threshold; it has no labour-market test and offers EU mobility plus a faster path to long-term residence. The salaried worker permit covers other employees, but here the employer must first declare the vacancy to ADEM and obtain a certificate authorising the recruitment of a third-country national.
Both follow the two-step process: a temporary authorisation to stay before entry, then a residence permit within three months of arrival, with a EUR 80 fee and decisions normally within about three months. Staff being transferred within a multinational group can instead use the ICT permit.
