No. There is no income requirement to obtain the orientation year permit, but you must support yourself during the year.
Unlike most Dutch work and residence permits, the orientation year does not require you to show proof of income when you apply. You do not have to demonstrate savings or a salary to be granted the permit.
That said, you are expected to support yourself during the year, even though you do not have to show how. Because the permit gives you free access to the labour market, many people fund the year through work they take up while searching for a more permanent position.
