Non-EU nationals who have lived legally and continuously in Romania for five years can apply to IGI for a long-term residence permit, which grants near-equal rights with Romanian citizens. Study and asylum periods do not count towards the five years.
Family reunification lets non-EU family of a qualifying sponsor join them in Romania. IGI first issues an endorsement (aviz), after which the family member applies for the D/VF visa and then a residence permit.
