Romania's principal business and investor route to residence is the commercial activities route, open to non-EU entrepreneurs, shareholders and company managers establishing or running a business in the country. Its defining requirement is a technical endorsement of your business plan from the Romanian investment authority.
Alongside the endorsement, you generally need travel medical insurance with the required coverage across EU member states, a criminal record certificate, proof of accommodation in Romania, and the required financial means. A helpful feature is that the financial means can be reduced or waived, and longer permits granted, for larger investments or significant job creation. You obtain a long-stay commercial-activities visa (D/AC) and then apply to IGI for a residence permit, with decisions each taking about 30 days (extendable).
