Generally a joining spouse must show basic everyday German skills (around A1 level) before arrival, but this requirement is waived for the families of skilled workers and highly qualified persons.
For most family reunification cases, the spouse coming to Germany is expected to demonstrate simple, everyday German language ability before entering the country. This is meant to ease initial integration.
There are important exceptions. If you are joining a skilled worker or a highly qualified person, the pre-arrival language proof is generally not required. Exemptions can also apply in other situations, so if the language test is a hurdle, check whether your sponsor's status removes the requirement before assuming you must pass it.
