
The NDF contribution is a one-time payment toward citizenship and is not made until your application is approved, so a refusal does not mean you lose the contribution itself. Due diligence and processing fees paid earlier in the process are generally non-refundable.
The National Development Fund is a non-profit fund under parliamentary oversight that finances government-sponsored projects and public-private partnerships. Under the CBI process you do not pay the full contribution upfront; the contribution is settled after you receive an approval letter from the Citizenship by Investment Unit.
Because of this sequencing, a refusal at the due-diligence stage normally happens before the contribution is paid. However, the due diligence and processing fees charged per person earlier in the process cover work already done and are typically not returned.
