Generally no. An eTA is only required when you fly into or transit through Canada by air; arriving by land or sea does not require one.
The eTA requirement applies to visa-exempt foreign nationals travelling to or transiting through Canada by air. If you enter by car, bus, train, or boat, including a cruise ship, you normally do not need an eTA.
Regardless of how you arrive, you still need a valid passport (or other accepted travel document) and must be admissible to Canada. If any part of your journey involves flying into a Canadian airport, the eTA requirement applies to that air segment.
