Do I need an eTA if I'm driving or taking a bus, train or cruise into Canada?

The eTA requirement applies to visa-exempt foreign nationals travelling to or transiting through Canada by air. If you enter by car, bus, train, or boat, including a cruise ship, you normally do not need an eTA.

Regardless of how you arrive, you still need a valid passport (or other accepted travel document) and must be admissible to Canada. If any part of your journey involves flying into a Canadian airport, the eTA requirement applies to that air segment.
