Formal recognition is required only for regulated professions such as healthcare or teaching; for most occupations your qualifications are assessed from the documents you submit.
For the shortage-occupation route, a full formal equivalence to an Austrian apprenticeship is not needed for most jobs. The authorities assess your training based on the certificates and diplomas you provide.
The exception is regulated professions, such as healthcare or teaching, where formal recognition of your qualification is mandatory before you can work. If your target occupation is regulated, start the recognition process early because it can take time and is a precondition for the card. For non-regulated shortage occupations, focus on assembling clear documentation of your qualification and experience.
