
The EU Blue Card is for highly qualified non-EU workers with a relevant higher education qualification (or equivalent professional qualifications) and a qualifying job offer meeting the salary threshold.
The EU Blue Card is a harmonised EU residence and work permit aimed at highly qualified employment. In Latvia you generally need a relevant university-level qualification, and for unregulated professions you may instead present documents proving the required higher professional qualifications.
On top of the qualification, you need a binding job offer or work contract for highly qualified employment, normally for at least one year, that meets the applicable minimum salary level. This route is distinct from the standard employment permit and is built specifically for skilled professionals, which is why the qualification and salary conditions sit at its core.
