Only courses on the ILEP qualify for full Stamp 2 student permission with work rights; a course off the list means restricted Stamp 2A conditions and no work.
The ILEP is the official list of programmes that immigration accepts for full-time non-EEA student permission. Enrolling on an ILEP-listed course is what allows you to be granted Stamp 2, with its associated casual work rights.
If your course is not on the ILEP, you would at best be eligible for Stamp 2A, which does not permit any work. A common and costly mistake is paying for a course only to find it is not ILEP-listed, so always confirm a programme's status before enrolling or paying fees.
