Romania's study route is for international students accepted at an accredited Romanian educational institution. It follows the country's visa-then-residence-permit model: you obtain a long-stay study visa (D/SD) abroad and then apply to IGI for a temporary residence permit covering the duration of your studies.
To qualify you generally need proof of acceptance for studies recognised by the Romanian Ministry of Education, proof of tuition payment for the relevant period, sufficient financial means for the stay, a criminal record certificate and valid medical insurance. The visa and residence-permit decisions each take about 30 days, though that can be extended, and the permit includes limited work rights.
If you plan to stay on after graduating, it is worth thinking ahead about moving onto a work route. Note, too, that time spent on a study permit does not count towards long-term residence.
