The Temporary Residence Permit for Study lets third-country students enrolled full-time at a recognised Estonian institution reside in Estonia for the length of their programme. It begins with an admission confirmation from that institution.
With admission in hand, you typically need proof of sufficient funds (set as a multiple of the subsistence level), valid health insurance, and registration of your Estonian address after arrival. Two useful features stand out: study permits are exempt from the immigration quota, and holders may work part-time provided their studies are not disrupted. The PPA decides within two months, with the residence card issued within a further 30 days, and the state fee is EUR 225 in Estonia plus a separate card fee.
