No. Latvia has no standalone work permit — the right to work is written directly into your temporary residence permit issued by PMLP.
Unlike many countries, Latvia does not issue a separate work permit document. Instead, the right to work is endorsed within the temporary residence permit granted by the Office of Citizenship and Migration Affairs (PMLP), so a single permit covers both residence and employment. For a standard job, your employer usually has to register the vacancy with the State Employment Agency and approve an invitation through PMLP, and a labour-market test may apply. Highly qualified workers can instead use the EU Blue Card, which has no labour-market test. EU, EEA and Swiss citizens do not need any permit.
