Yes, but it is a long-stay visa (not a residence permit) and your employer or business must be registered in an OECD member state.
Latvia offers a long-stay (type D) visa for remote workers, allowing up to a year in Latvia with one renewal. A distinctive condition is that you must be employed by, or self-employed through, an entity registered in an OECD member state — it is not open to all remote workers. You also need to meet a minimum monthly income threshold and hold adequate health insurance, and you may not take local Latvian employment or earn Latvian-sourced income while on the visa. Because it is a visa rather than a residence permit, it does not by itself build toward permanent residence.
