For a skilled professional, the EU Blue Card is often the strongest route into Latvia. It requires a higher-education qualification (a programme of at least three years) or at least five years of relevant professional experience, an employment contract of at least one year, and a gross salary at or above the statutory threshold, plus a passport, health insurance and a criminal-record statement. Its key advantage is that no labour-market test is required.
The alternative is the standard temporary residence permit for employment, where the right to work is endorsed in the permit itself. This route normally involves a labour-market test, with the employer registering the vacancy with the State Employment Agency and approving the invitation through PMLP, unless an exemption applies. The contracted salary must meet the required level for the year.
