You also need to meet a minimum monthly income threshold, hold health insurance with adequate liability cover, show proof of accommodation in Latvia, and demonstrate a period of prior employment or business operation before applying. While on the visa you may not take local Latvian employment or earn Latvian-sourced income.
Because it is a visa and not a residence permit, it does not by itself build toward permanent residence.
