
After five years of continuous lawful residence you can apply for a permanent residence permit and EU Long-Term Resident status; both require Latvian language skills, and the rules tighten from 2026.
Non-EU nationals who have held temporary residence in Latvia continuously for five years can apply for a permanent residence permit, and separately for EU Long-Term Resident status, which carries rights across the EU. Both require Latvian language proficiency, stable income on which taxes have been paid, and a clean record, with limits on how long you can have been absent. From 2026 the requirements become stricter — including a higher (B1) Latvian language level and tests on the basics of the constitution and Latvian history, plus a requirement to have no tax debts.
