Non-EU nationals who have held temporary residence in Latvia continuously for five years can apply for a permanent residence permit, and separately for EU Long-Term Resident status, which carries rights across the EU. To qualify you generally need that five-year period (subject to limits on absences), Latvian language proficiency at the required level, financial stability with income on which taxes have been paid, and a clean criminal record.
An important development is that, from 2026, the requirements tighten. The Latvian language level rises to B1, applicants must demonstrate knowledge of the basics of the constitution and Latvian history, and there is a requirement to have no tax debts.
