The Temporary Residence Permit for Business is the route for non-EU company shareholders or sole proprietors with a qualifying investment in an Estonian business. It lets you live in Estonia to actively manage that business.
To qualify you generally need a shareholding backed by an investment of at least EUR 65,000 in the company (EUR 16,000 for a sole proprietor), sufficient income to support yourself, health insurance, and a business plan. This permit is subject to the annual immigration quota unless you also qualify as a major investor or under the startup route. The PPA decides within 90 days, with the residence card issued within a further 30 days, and the state fee is EUR 350 in Estonia.
