
Luxembourg's investor permit is for third-country nationals making a substantial investment in the economy, with several recognised options all subject to ministerial approval. Passive real-estate purchases do not qualify.
The Investor Residence Permit is for third-country nationals willing to commit significant capital to Luxembourg. Several distinct options are recognised: at least EUR 500,000 invested in an existing Luxembourg company (maintaining the investment and employment for at least five years), or EUR 500,000 in a new business creating at least five jobs within three years; alternatively, EUR 3,000,000 in a management or investment structure with genuine substance, or a EUR 20,000,000 deposit held with a Luxembourg financial institution for at least five years. Each option requires ministerial approval (from the Minister of the Economy or of Finance, depending on the choice) and proof of the lawful source of funds, along with a clean criminal record, suitable accommodation and a valid passport.
Importantly, simply buying real estate does not qualify; the focus is on businesses, jobs and capital that stay in the country. A EUR 80 residence permit fee applies separately from the qualifying investment, and a decision on the authorisation to stay normally comes within about three months.
