
Your employer declares the vacancy to ADEM and obtains a certificate; you then get a temporary authorisation to stay before entry and a residence permit within three months of arrival.
To employ a third-country national, a Luxembourg employer must first declare the vacant position to the National Employment Agency (ADEM). If no suitable EU/EEA candidate is found within the set period, ADEM issues a certificate authorising recruitment of a third-country national. With a signed, law-compliant employment contract and that certificate, you apply to the Immigration Directorate for a temporary authorisation to stay before travelling. After arriving you declare at your commune, undergo a medical check, give biometrics and apply for the residence permit within three months. A EUR 80 fee applies, and decisions on the authorisation usually come within about three months.
