Does time on an ICT permit count toward Luxembourg long-term residence?

The EU long-term residence status, granted after five years of continuous lawful stay, is not open to everyone. Luxembourg explicitly excludes certain temporary categories, and transferred workers under the ICT scheme are one of them, alongside seasonal workers, students and trainees.

This means that even if you spend several years in Luxembourg on ICT permits, that time is not counted toward long-term resident status. Transferees who wish to settle permanently typically need to move onto a different, qualifying permit, such as a salaried worker permit, and accumulate the required residence under that status instead.
