
First request a temporary authorisation to stay from abroad, then (if required) get a type D visa, enter Luxembourg, declare your arrival, complete the medical check, and apply for the residence permit within three months.
The process runs in two stages. Before entering, you submit a request for a temporary authorisation to stay to the Immigration Directorate or a Luxembourg consular mission, with your passport copy, criminal record extract, CV, business and financing plan, proof of resources and any regulatory approvals. The authorisation is valid for 90 days, and visa-required nationals then obtain a type D visa.
After arriving, you declare your arrival at your commune within three days, undergo the medical examination including TB screening, and lodge the residence permit application within three months of entry. You attend a biometric appointment for your photo and fingerprints and then collect your chip-card residence permit.
