Luxembourg normally requires a third-country national sponsor to have held a valid residence permit and lived lawfully in the country for at least one year before applying to bring family members. The aim is to show the sponsor is settled and intends to stay, rather than arriving and immediately sponsoring others.

There are important exceptions. EU Blue Card holders can generally apply without waiting the full year, and the 12-month condition is also relaxed in some cases, such as a parent with sole custody of a minor child.
