The Type D visa is a long-stay entry visa, not a residence permit. It authorises you to travel to Bulgaria for a long-term purpose, but the right to actually reside in the country is granted by the residence permit you apply for after arrival.
Once in Bulgaria you apply to the Migration Directorate for the residence permit that matches your ground of stay, for example a single permit for work or a student permit for study. Plan both steps together: the visa gets you in, and the residence permit lets you stay.
