Family reunification is one of the recognised grounds for a Type D visa, so your spouse and children can in principle apply to join you. Each family member submits their own application, and you as the sponsor will generally need to show suitable accommodation, health insurance and sufficient means to support them.
Because these are individual applications tied to your status in Bulgaria, it is usually cleanest to establish your own residence first and then bring family under the reunification ground. Confirm the current documentation and any waiting periods with the Bulgarian embassy before everyone applies.
