You must first register in the PEV ballot and be selected before you can apply. If selected, you apply online by the date in your 'Notification of Selection' letter.
The Pacific Engagement visa is not first-come-first-served. To be eligible to apply you must register for, and be randomly selected in, the PEV ballot. Registering in the ballot does not guarantee selection or a visa.
If you are selected, you receive a 'Notification of Selection' letter, and you must lodge your visa application online on or before the date stated in that letter. Only then can the application be assessed against the rest of the visa criteria, including the job, age and country requirements.
