Two threshold requirements for the subclass 192 are nationality and age. You must be a citizen of a country that participates in the Pacific Engagement visa program, and the country's ballot status determines whether you can register.
You must also be aged between 18 and 46 inclusive. These criteria are checked alongside ballot selection, so meeting the age and citizenship rules is necessary but not on its own sufficient — selection in the ballot is also required before you can apply.
