
The PGP is intake-limited: you submit an 'interest to sponsor' form during an open window, and IRCC invites a limited number of sponsors (often from a previous pool) to apply.
The PGP does not accept applications year-round. Instead, IRCC runs an interest-to-sponsor process and then issues a capped number of invitations to apply, sometimes drawing from a pool of people who submitted interest in an earlier year.
Because invitations are limited and timing varies, you generally cannot simply file a PGP application whenever you want. You must be invited first. When the program is not accepting new applications, many families use the Super Visa as an alternative to bring parents and grandparents to Canada for long stays.
