Express Entry is an online system, not a single program. It is used to manage applications for three federal economic immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.
When you create a profile, the system checks which of these programs you may qualify for. If you meet the requirements of at least one, you enter the pool and are ranked against other candidates under the Comprehensive Ranking System (CRS).
