Yes. Your business idea must be assessed and endorsed by an approved endorsing body before you can apply, and you must keep that endorsement throughout your stay.
An approved endorsing body has to confirm that your business idea is new, innovative and viable, with potential for growth, before the Home Office will consider your application. The endorsing body charges fees for the initial assessment and for the contact-point meetings.
You must keep your endorsement live while you hold the visa. You meet your endorsing body at set checkpoints (around 12 and 24 months) so they can confirm your business is making reasonable progress. If the endorsing body withdraws its support, your permission to stay can be cut short.
