Yes. The reference person in Norway must usually meet a minimum income requirement, both expected future income and income in the previous year.
For most spouse and cohabitant cases the reference person (the family member already in Norway) must satisfy an income requirement. This generally involves showing a sufficient expected income going forward and having had enough income in the previous year.
The required amounts are set by UDI and are updated periodically, so check the current figures before applying. There are some exceptions to the income requirement, but in the typical case it is one of the main hurdles to clear.
