The 476 targeted recent engineering graduates. Applicants had to have completed an eligible engineering qualification from a recognised institution within the previous two years and be under 31 at the time of application.
The aim was to let early-career engineers gain skilled work experience in Australia for up to 18 months. It was a temporary visa, not a permanent one, and did not by itself grant permanent residence.
