Yes. Unlike a purely national permanent residence permit, EU long-term resident status carries mobility rights to move to and seek residence in other EU member states under their conditions.
The EU Long-Term Resident permit is an EU-wide status, which is its main difference from Poland's national permanent residence permit. It grants work authorisation in Poland and, importantly, mobility rights that allow you to move to other EU member states.
Mobility is not automatic entry to live anywhere instantly: the destination country applies its own procedures and conditions for long-term residents arriving from another member state. Still, this cross-border dimension makes the EU long-term resident status more flexible for people who may want to relocate within the EU in future.
