
Both pilots require an approved Recommendation Certificate from a participating community's economic development organization before you can apply for permanent residence.
The Rural Community Immigration Pilot (RCIP) and Francophone Community Immigration Pilot (FCIP) are community-driven. Each designated community selects candidates who fit local labour needs and issues an approved Recommendation Certificate through its economic development organization.
That certificate is a mandatory part of your permanent residence application. Without it you cannot apply under the pilot, even if you meet every other criterion. In practice this means securing a genuine job offer with an employer in a participating community and going through the community's selection process first.
