No. A transit visa keeps you in the secure transit area; leaving it means being examined by a border officer and is not what this visa is for.
When you transit through a Canadian airport, a sterile transit area physically separates you and your baggage from other passengers and goods. The transit visa is built around staying within that area until your onward flight.
If you need to leave the secure area for any reason, you must be examined by a Canada Border Services Agency (CBSA) officer. If your plan is to leave the airport and explore Canada during a long layover, the transit visa is the wrong document — you would need a visitor visa for that.
