
Express Entry-aligned PNP streams require you to also meet a federal Express Entry program; a nomination adds 600 points to your profile. Non-Express Entry (paper-based) streams are for people who qualify for a province's stream but not a federal Express Entry program.
The PNP has two routes. With the Express Entry route you must qualify for both a province's PNP stream and a federal Express Entry program (Federal Skilled Worker, Canadian Experience Class, or Federal Skilled Trades). A provincial nomination gives you 600 additional points, which in practice secures an invitation to apply for permanent residence.
The non-Express Entry, or paper-based, route is for applicants who meet a province's stream criteria but do not qualify for a federal Express Entry program. You apply directly to the province first, then submit a separate paper application for permanent residence to IRCC. Paper-based applications are generally processed more slowly than Express Entry applications.
