Yes. As a Blue Card holder, residence periods in other EU states may in some cases be combined with your Finnish residence toward a P-EU long-term resident permit.
The EU Blue Card is designed to support a path to EU long-term resident status. If you hold a Blue Card, your period of residence in Finland may in some cases also include time spent in another EU Member State when calculating the residence requirement.
You can apply for a P-EU residence permit (long-term resident's EU residence permit) as a third-country national once you meet the requirements. Note you cannot be granted an EU Blue Card if you already hold EU long-term resident status.
