Yes -- a minor child who is a permanent resident can apply, usually together with a parent who is a citizen or applying for citizenship; minors are exempt from the test and language requirements.
Minor children (under 18) who are permanent residents can be included in or apply for citizenship, generally where a parent is already a Canadian citizen or is applying at the same time. Minors do not have the same physical-presence, language or knowledge-test obligations as adults, and the application is normally signed by a parent or legal guardian. This lets a family naturalise together, though each person must still meet the relevant conditions for their age and hold valid permanent-resident status.
