
Since June 2023, a job offer in any NOC TEER category can qualify (except primary agriculture jobs in TEER 4 and 5), provided it is outside Quebec and you meet the French requirement.
The program was expanded in June 2023. Before then, only higher-skilled roles in TEER 0, 1, 2 or 3 qualified, but now an offer of employment in any TEER category of the National Occupational Classification can be eligible, broadening access to many more occupations.
The main exclusion is primary agriculture occupations in TEER 4 and 5. Beyond the occupation level, the consistent requirements remain: the role must be outside Quebec, you must meet NCLC 5 oral French, and your employer must register the offer under code C16.
