A blanket L petition lets a qualifying multinational pre-establish its intracompany relationships, so individual employees can be transferred faster without filing a separate petition each time.
Large multinationals that frequently transfer staff can apply for a blanket L petition. This establishes the required qualifying relationship among the company's entities in advance.
To qualify for a blanket petition, the petitioner generally must have a U.S. office that has been doing business for at least one year, have three or more branches, subsidiaries, or affiliates, and meet additional size or volume thresholds.
Once a blanket petition is approved, eligible L-1 employees can often obtain their visa more quickly at a U.S. consulate, rather than each transfer requiring its own individual I-129 petition to USCIS.
