
Yes. Once you are a protected person you can apply for permanent residence and include your spouse or partner and dependent children, even if some are abroad.
A refugee claim and the later permanent residence application can cover your immediate family. If your claim succeeds and you become a protected person, you can apply for permanent residence and include your spouse or common-law partner and dependent children.
Family members who are outside Canada can be included as well. There are dedicated processes for protected persons to reunite with overseas dependants, and family members abroad who are listed but cannot be located have a one-year window after you are granted permanent residence to apply at a visa office.
